Ebarb Struggling to Repay Federal Government Loans

Two small towns in west Louisiana are struggling to repay loans to the federal government — a problem that officials fear could spread across the state in the souring economy.
In another sign of the financial downturn, the state is unsure how to handle the situation because the money is lacking to hire experts to take charge of the towns’ finances.
State officials are concerned that the problem highlighted Thursday will set a precedent of more towns not being able to pay their bills because of a decline in revenue.
The issue before the state Bond Commission involved the towns of Ebarb in Sabine Parish and Merryville in Beauregard Parish. Both towns are in default on loans from the U.S. Department of Agriculture.
The federal government also is concerned about a loan to Cotton Valley, a Webster Parish town that is struggling to put together a budget amid substantial money problems.
State Rep. Jim Fannin, D-Jonesboro, said a lot of small districts are going through a period of decreased revenue.
Joy Irwin, an assistant legislative auditor, agreed, saying the three towns are simply the state’s biggest concern.
“What do they want us to do?” state Treasurer John Kennedy asked, referring to the USDA’s notification that Ebarb and Merryville are in default and that Cotton Valley appears to be headed for deeper financial problems.
The federal government reports that Ebarb Waterworks District is delinquent by $170,323 and that Merryville Hospital Services District is late on repaying a nearly $1 million loan.
The USDA complained that the town of Cotton Valley is ignoring a recommendation to raise water system rates.
Irwin said the state could appoint an administrator to take over the towns’ finances. The problem with that solution, she said, is someone has to pay the administrator.
Assistant Attorney General Richard McGimsey said the state put a fiscal administrator in place in the town of Glenmora. Glenmora defaulted more than two years ago on $204,990 owed to the USDA. Auditors uncovered numerous problems, including town officials not paying their personal utility bills. The Legislative Auditor’s Office sent accountants to temporarily take charge of the town’s finances. McGimsey said Merryville’s situation appears to be imminently resolvable. He said the town is selling the hospital and nursing home, with the proceeds expected to at least partially satisfy debts to the USDA and the Internal Revenue Service.
Merryville Mayor Charles Hudson said the hospital closed 10 years ago but the 60-bed nursing home continues to operate. He blamed the financial problems on previous town officials ignoring the debt.
“I’d say mismanagement through the years,” Hudson said, when asked to identify the source of the default.
He said about $700,000 is owed to the IRS. Irwin said politics is at play in Ebarb’s problems. Town officials are resistant to change, she said.
She said the town’s water district is supposed to consolidate with another water district but that some town officials contend fraud is to blame for the financial woes. An accountant could not find any evidence of fraud, Irwin said.
State Rep. Hunter Greene, R-Baton Rouge, said there appears to be a pattern of local governments not wanting to live within their means.

The DeSoto Parish Office of Community Services will accept calls from Sabine Parish residents on Aug. 31, beginning at 8:30 a.m. to assist households in meeting the high cost of home cooling and heating expenses by making payments to energy suppliers on behalf of eligible households. Those who have received energy assistance within the last six months are not eligible to apply.
